You might come to realize that there are serious problems with
usenet, exactly because it is such an open service. Yes, absolutely
anyone can come here and write absolutely anything. This has the
unfortunate result of most relevant discussions being blocked by
people who shower other posters with personal insults, making it
impossible for any meaningful conversation to last more than a couple
of messages; most good messages on usenet are, in fact, monologues,
and when they become dialogues, all meaning disappears. Usenet does
not discriminate between people who have something relevant to say,
and those who don't. This, of course, means that anyone can give a
meaningful contribution. On the other hand, it also means that anyone
can come here and insult people on a personal basis and write
irrelevant, abusive messages. Because of this, everybody with
anything to say already withdrew to private, moderated forums and
mailing lists. Of course, unlike usenet, those are not public
services, and not everyone can come and participate. I myself
maintain a forum in Croatian language, about yoga, and I found it a
great problem to ensure that the forum is both open to everyone, and
closed to abuse. Every now and then someone comes to write ten
messages a minute, saying "you are all idiots". Without restrictive
policies implemented, the forum would be destroyed in days.

No, it is not used exactly because there is no censorship, and anyone
can come and insult anyone without restrictions, troublemakers cannot
be dealt with, and there is always more noise than signal. So people
just went elsewhere, where there is more control over who can say
what. Restrictions are not always a bad thing. If you want to discuss
important matters, and religion certainly is important, you surely
don't want to be constantly interrupted and abused by someone, do
you? The best thing I can think of would be to write a public service
that functions both as a web forum and an authorized news server,
allowing download of zipped archives at user request. That would make
it possible for others to reconstruct the forum in case it goes down,
or to fork it in case of disagreement with the moderating policies.
